Sir,
I have the honour to request your sanction for
the following scheme, by which it is intended to make better provision for the supply of English-teaching Chinese Masters.

The matter has for some time been under the joint
consideration of the Vice-Chancellor of the Hongkong University
and of the Director of Education, and the present proposals are
the outcome.

A similar conclusion has been reached by a
Committee which I appointed recently to consider the education given to Chinese boys in the light of the criticisms made by
Un-official Members when the Estimates were under consideration
lest year. The Committee's report will be the subject of a separate despatch, but the following extract is here relevant:-
"The somewhat mechanical nature of the teaching given by
"the Chinese Masters and marked defects in their promun-
"ciation and general education, call for special treatment. "We recommend that the University be approached in order "that a wider range of general studies may be available "for Chinese who desire to become teachers of English".
4.
The existing system was established in 1904. It provides a 3 years' course at Queen's College under the Normal
Master, theoretic instruction being combined with actual teaching
